If we were to compare spell power or utility for each level, which spell would be most representative of each level?

So, if someone was trying to make homebrew spells, or deciding which to ban for their game, which spells should they compare to?

Lists such as:

0th: Acid Splash
1st: Burning Hands
2nd: Invisibility
3rd: Fireball
...
Etc.

What do you guys think are the best representations of spell power at each level?

Personally, these are the ones I would choose (out of the Core-only Wizard spell list, at least). These are not the most powerful spells of their level; they're what I believe should be the "standard" power of the spell levels.

0: Mage Hand
1: Sleep
2: Scorching Ray
3: Fly
4: Bestow Curse
5: Persistent Image
6: Greater Dispel Magic
7: Finger of Death
8: Mind Blank
9: Time Stop

I just thought of what are the classic, staple spells for these levels, might be good milestones to go by. I know the Pathfinder Ultimate Magic has a pretty good list of spells to compare to (and how to reference), too.

0 - Mage Hand
1 - Magic Missile
2 - Invisibility
3 - Fireball
4 - Dimension Door/Enervation/Phantasmal Killer
5 - Teleport
6 - Disintegrate/Antimagic Field
7 - Forcecage/Prismatic Spray
8 - Mind Blank
9 - Time Stop
