Remind me: Changelings qualify as other races?

What is it that allows Changelings to qualify as members of the race they are imitating?

deuxhero, I was actually looking for the feat so as to qualify for race-specific Prestige Classes, rather than restricted items.

You may want to ask your DM if that's allowed, as the feat only allows you to emulate other races when shapechanged into them.

This character will almost certainly never be played. It's a thought experiment first and foremost. I need Changeling for the 5th level Wizard Racial ACF, and am currently toying with the idea of Halfling Outrider.
