I want to make as useful a Tiefling Controller as I can while buying only a few books, I already own the PHB1 and the eberron players guide.

The first player handbook gives you both the Teifling race specs and the basics of the Wizard class. With Teifling being able to roll Int/Cha, it does pretty well as a fire blaster.

Well, the obvious choice would be a Tiefling Wizard. You'd need to buy only PHB1, with added goodies from additional books. Arcane Power wouldn't be a bad investment, either, but hardly necessary. Tieflings get an INT boost, and while a bonus to CHA isn't particularly useful for most Wizards, the race gets lots and lots of feat support for fire and fear powers, so focusing on those makes them good at that class. CHA of 13+ is amazing at paragon tier for the brilliant Spell Focus feat, so the racial CHA bonus isn't totally wasted, either.

You should look up a Wizard handbook; this one (http://community.wizards.com/go/thread/view/75882/28817645/Archmages_Ascension_-_The_Wizards_Handbook) is recent and looks quite good.

It does, but a fire blaster is not really a controller. That said, Tieflings also make good control wizards; they've got the int boost and a decent but unimpressive racial power. Just focus on status effect spells rather than damage spells and you can do well with just the PHB1.

That said, it's really useful to get the Enlarge Spell feat from Arcane Power. And almost all of the best wizard spells are either in AP or in the PHB1, so you don't need any more books than that.

Well, you did say "as few books as possible". Wizard and Tiefling share a book; Psion and Tiefling do not.

That said, Psion effectiveness is mostly based on spamming the same two powers over and over again. Wizards effectiveness is based on its huge list of powers that you can pick from.
