Need soulbound weapon ACF clarification

2. Does the level you gain the free enhancements talk about Psywar level, character level, or manifester level?

1. Does proficiency matter in effectively wielding the called weapon? I see no word in the power or ACF regarding this.

By RAW, you gain no proficiency from the Call Weapon power, therefore you would only have your own proficiencies to fall back on. If you call an exotic weapon, you would need the appropriate proficiency from another source or suffer the appropriate penalties.


2. Does the level you gain the free enhancements talk about Psywar level, character level, or manifester level?

Psywar level is the most likely interpretation, because the ability is referred to as "the soulbound weapon class ability."
