So, I am making a campaign setting where Duergar (http://www.d20srd.org/srd/psionic/psionicRaces.htm#duergar) are one of the main races (actually, dwarves are and they are part of them) and I want to be able know how to make them LA+0 with the following requirements:

Cannot take away psionic-related racial traits

And want to reduce the penatly to Charisma to -2

I wanted to take a away the Racial enmity bonuses , but I don't know what else I could take away.

Remove the psi-like abilities, and instead have them auto-learn Expansion or Invisibilty for free when taking a psionic class.

Change immunity to +2 bonus versus paralysis, phantasms, and poison.

Reduce darkvision to 60 feet.

Reduce move silently to +1.

Reduce bonus power points to 2.

Edit: racial enminty boni are too circumstatial to be of much consequence. Keep 'em.

You could also use the PF Duergar (regular (http://www.d20pfsrd.com/bestiary/monster-listings/humanoids/duergar)/psionic (http://www.d20pfsrd.com/psionics-unleashed/races/duergar)) instead.

It seems dwarves are at the very top of LA 0 and duergar have just enough to push it into LA 1, putting them at the bottom of LA 1. You only need a small downgrade. The psi-like abilities are the most problematic at level 1, but not later IMO.

I'd do:
darkvision only 60'
Only +4 to saves vs. paralysis, phantasms and poison
Only a +2 bonus to move silenty, no bonus to listen or spot
Expansion is gained immediately at 1 HD. Invisibility is gained at 3 HD. You might also consider 2 and 4.
Add light sensitivity: Dazzled in bright light. -1 to attack rolls, search checks and spot checks.

This way you keep the psi-like abilities even if you take fighter levels and it isn't so unfair to other PCs at level 1. It's not that I disagree with the above, but hopefully you get a rough idea of what level of power to go for and pick appropriate abilities based on your preferences. I agree on keeping racial enmity for style as it's too little to matter anyway, but that's totally up to you and your campaign background.
