So... the DDI character builder doesn't give the character their +3 special awesome sauce proficiency bonus for fisty-fistfulness on their at wills, only on their melee basic attack, even though it has multiple options several of which specifically reference their uber-fistyness.

What gives?

You only get a weapon's proficiency bonus when using a power with the weapon keyword. The monk's at-will powers—in fact all of their powers, as far as I know—have the implement keyword instead.

As The_Snark said, monk at-will attack powers (or actually any other monk attack powers) don't have the weapon keyword, and therefore don't gain the +3 proficiency bonus to attack rolls.

This is in theory balanced by having the monk attack powers target the other defense types (Fortitude, Reflex, Will) instead of AC, which in most cast cases are 2 points higher than the three natural defense scores.

Raising it implies it was belowe 10 to begin with and thus "stupid" because it was below average to begin with.
