They had to get XP somehow. There couldn't be much XP in clearing the canyon of vermin.

Were they part of some anti-Tarquin resistance? Did they import animals?

Minor SoD spoiler:
The Gods had this exact problem figuring out how to level up thir early clerics, and created monstrous humanoids such as Goblins & Troglodytes to act as fodder to get them to mid-level.

We know Lizard-folk are common in the area, an they fall under the XP fodder description, so they probably just murderised a load of them.

Considering that Orrin must have left the canyon for quite a bit of time to have his little affair with Penelope, I assume the other Draketooths aren't mandated to be in the canyon at all times. They can get their experience during those little visits to the outer world.

Also, as a corollary, that might be why they need to post a weekly schedule.

Random encounter abuse. There should be plenty chump battles between cities for low levels.

Even the Order fought slave traders and a sand worm when they were traveling through the desert and they're like level 13-15. And the Draketooth family did need to go in and out of towns to get supplies. This would give them 2 Random encounters per full trip which should meet their CR at least until they are above level 10. Combine this with their roguish love lives and they should have more then enough opportunities to level.

That counts as training. Lower slower XP gain that way.

I like to think they leveled up playing cards against each other in their pyramid, considering the campaign story has got to require the Draketooth gate to be guarded by pretty competent NPCs.

Maybe the "cast illusion X at location Y" schedule counts as questing and gives modest XP rewards each week it's successfully completed? Guarding the padlock to the cage holding a deicidal abomination is a somewhat important task.
