does racial hit dice and/or level adjustment count towards a character's initiator level? what would a wererat goblin swordsage 4 initiator level be?

I think RHD should add half of it's level as IL, just as if it was a multiclass character, but LA doesn't. So, in your example the IL would be 4.

Why wouldn't level adjustment count though? It counts towards ECL, thus it counts towards WBL.

IL is based on hit dice, not effective level. Also see Practiced Spellcaster/Manifester.

Well, IL is based on level, not ECL. It's determined by adding you level in the class plus half the levels in other classes, thus 4 SS levels plus hafl the other levels (which RHD should count), which in your example is 0.
