I have tried googling, but I'm wondering if there is a specific item or property that will allow a composite longbow to scale its max bonus to what your character's strength currently is.

There are a few. The best options are the Bow of the Wintermoon (3500ish gp bow in MIC) and the stupid laser bow (http://www.wizards.com/default.asp?x=dnd/ask/20061227a) (22600 gp in a Q&A article about the 80s cartoon).

There is also the legacy property "Adjustable Draw" that makes the composite bonus always match your strength bonus.
