What is the best class that utilizes proper cavalry tactics. That is, who uses general wedge charge formations, or Cantabrian Circle the best?

Any class that gets enough bonus feats to get Improved Mounted Archery, who has Ride as a class skill.

Also, the tactical skill is "Knowledge: History", so take that into account.

Standard formations really don't mean much in DnD.

Assuming you're talking 3.5, the class that seems like it would be most effective in a Cantabrian Circle would be the Shaaryan Hunter from Player's Guide to Faerun. Halfling Outrider from Complete Warrior seems pretty good for mounted combat in general, on the downside that you have to play as a Halfling to get it.

I think the most effective cavalry in D&D would be any mount that can fly. Pegasi or Griffons would be ideal if you're able to get them.

If you plan on trying to do a wargame using D&D rules, my best suggestion is... don't. Every attempt at a large scale combat I've seen/tried with D&D has been largely a failure. Turns take too long trying to run each individual entity for it to be anything other than tedious. No one wants to wait an hour for a turn to resolve.
