I need some help as to what would be the best evil build to make? Or does it not matter? I was thinking about a necromancer of some kind...possibly.

Thoughts? Suggestions?

Witches do this fairly well, especially since Cook People is an excellent hex only available to evildoers.

Alchemists also can be fairly sinister, a Vivisectionist/Beastmorph is basically war-furries in a bottle and cruel experiments.

Flavor wise, you could try an unusual combination with templates to create an interesting monster, then give him a PrC.

Example: Since you said you were thinking of a necromancer, how about a lich yuan-ti dread necromancer/shadow dancer (you can customize the requirements as you want; you're the DM after all:smallwink:) with lots of zombie-like snakes. And he could have an undead lieutenant, who is the PCs initial link to the lich. He could be a tauric death knight (both templates from the MM II I believe) minotaur/snake-thing.

That was right off the top of my head. A few more ideas, since that's what it seemed like you wanted (tried to keep it in the necromancer zone):
A fallen dryad who's using necromancy to kill and animate animals. Maybe a dryad cleric who worships some evil nature god then?
A local priest who's secretly a worshipper of Vecna...sounds relatively lame and low leveled though...maybe he's attempting to become a half-fiend and he's already acquired the fiendish template?
In this version, you think a local warlord (or something along those lines is the enemy; he could be a basic fighter or maybe a hexblade for flavor) is the antagonist but it turns out his sword or pet is what's been animating people as zombies. The sword could be intelligent with at will animate dead, or the pet could be a half-fiend awakened (as the spell) dire rat with levels as a necromancer, death master, or dread necromancer.

Okay...burnt through my on-the-spot ideas. Tell me what you think of these and I'll see if I can think of more

The following build isn't "the best", but it is interesting none-the-less.
It is a Martial character that only needs _1_ stat to function. (but takes a little while to get there)

Oracle 6 > Nature (http://www.d20pfsrd.com/classes/base-classes/oracle/mysteries/paizo---oracle-mysteries/nature) Mystery > Nature's Whispers > CHA-to-AC and CMD
Take Animate Dead when you hit level 6.
Agent of the Grave 1 (http://www.d20pfsrd.com/classes/prestige-classes/other-paizo/a-b/agent-of-the-grave) > from here on out you can use CHA for HP
Gunslinger 1 > Mysterious Stranger (http://www.d20pfsrd.com/classes/base-classes/gunslinger/archetypes/paizo---gunslinger-archetypes/mysterious-stranger) Archetype > CHA based Grit pool, and the ability to add CHA to Damage with Firearm attacks.
Antipaladin (http://www.d20pfsrd.com/classes/alternate-classes/antipaladin) 4 > Unholy Resilience > CHA-to-All Saves, Channel Negative Energy, Touch of Corruption plus a Cruelty and Smite Good 2/day (CHA-to-Hit).

For the remaining 8 levels, just add more of the above, or the PrC of your choice.

Noble Scion (http://www.d20pfsrd.com/feats/general-feats/noble-scion) feat > Scion of War option > CHA-to-Initiative.

You now have a Martial character that only needs _1_ stat.
Everything that DEX and CON did is now replaced with CHA. AC/CMD/Saves/HP/Initiative
Gunslinger can add CHA to damage, and Antipaladin lets you use CHA to hit while Smiting (and when not Smiting, you only need to hit Touch AC anyway).

@Xander - you should really include more information about what you want your character to do, and what level you will start and plan to finish at.

Don't forget the Coven Hex & Leadership (for a Hag cohort and at least one other witch follower) combo. That could get fairly nasty with the coven powers. Plus, if there's one thing witches do well, it's MESS WITH PEOPLE. For actual lethality, they'd need some minions.

Being a slaver actually allows you to keep all of OotBR's Edicts in-tact despite being horribly evil.
