I have been looking over the Control Stuff spells and I believe my group has been using them incorrectly.

WRT Control Water:
We had been reading it as allowing you, for the duration, to raise/lower (depending on spell type). We played that the water to be raised or lowered was not static for the duration. By that I mean that one casting would allow you to lower X sqft for a certain amount of time and lowering another X sqft later would cause the original selection to return to normal. This seemed like an accurate reading since it is not an instantaneous effect.

However I'm beginning to think it bears more of a resemblance to the parting of the red sea, on further reading.

Which is correct?

Unless otherwise noted, all decisions regarding a spell have to be made when it is first cast, and cannot later be changed.

Yep. You select the version and area when you cast the spell. The spell then continues to operate in that fashion until it expires.
