Is there a way to get Perform as a permanent class skill without being a human (or doppelganger)? I know the usual methods are Able Learner and Human Paragon, but those obviously wouldn't work with the above restriction.

Draconic Heritage (Battle Dragon) gets you it I think.

Apprentice is in DMGII, but that's probably what you're looking for.
