Range: Close (25 ft. + 5 ft./2 levels)
Target: One living or nonliving creature
Duration 1day/lv or untill completed
Saving Throw: Will negates
Spell Resistance: No

Similar to a suggestion spell the caster dictates a course of action that the target must follow However the compulsion is much stronger and self destructive orders are carried out without additional saves.
This spell even affects creatures normally immune from mind affecting spells and abilities. This spell automatically counters and dispels and is dispelled by Mind Blank.

Because wizards are too weak and need the ability to bypass protections against their most powerful spells...

(Although technically, it seems that PfE would still work...)

Too powerful.

And it effects 'nonliving' creatures? Like what undead and golems?

And self destructive orders are just too much. It makes the game pointless and boring.

Just picture your playing D&D and the DM says ''Ha you failed your save vs my uber cool spell! The evil wizard says ''go jump off a cliff!"' and your character does and your character dies! Hahahahaha!"
