Ok so
"Saving Throws Against Magic Item Powers
Magic items produce spells or spell-like effects. For a saving throw against a spell or spell-like effect from a magic item, the DC is 10 + the level of the spell or effect + the ability modifier of the minimum ability score needed to cast that level of spell.
Staffs are an exception to the rule. Treat the saving throw as if the wielder cast the spell, including caster level and all modifiers to save DC.
Most item descriptions give saving throw DCs for various effects, particularly when the effect has no exact spell equivalent (making its level otherwise difficult to determine quickly)."

But then just a few pages before it says:
"A scroll of searing light allows a cleric to cast the searing light once as though she had prepared the spell herself, except that the level based effects -- such as range and damage --- are based on the level of the scrolls creator, not the users caster level." Dungeon master guide page 211.

Now if she casts the spell “as though she had prepared the spell herself”, that means she uses her wisdom ability modifier for the save DC.
The way I interpret the two texts, is that the one rule is a general rule of all magic items and the other is a more specific rule about the scroll.

Page 211 contains no rules. Its just describing the different types of magic items.

Only staffs are an exception. If scrolls were also an exception, they would of been listed there as well.
