I was reading about the Binder class in ToM and was wondering if there were any feats, besides Skilled Pact Making, that can increase binding check modifiers.

They're not going to make more than one feat that's going to explicitly boost binding checks, so you're going to be looking for feats that boost any check (that most dangerous of words), which are thankfully rare.

Favored of the Companions/Knight of Stars/Servant of the Heavens will do it, as will their evil counterparts. Beyond that, I can't think of much, unless you can fast-talk your GM into considering a binding check to be an ability check (which, RAW, I don't believe it is, but I might be wrong).

Binding checks by RAW are not ability checks. As stated it seems unlikely that there would be any other feats designed to explicitly affect it. The aforementioned exalted feats would certainly do the job, but you are probably going to have to look at places other than feats to get the job done. Luckily there are a menagerie of ways to do this.

these are just off the top of my head
Spells
Eagle's Splendor [PHB]
Vestigewrack [ToM]

Items
Cloak of Charisma [DMG]
Implements of binding [ToM]

And other than ES and CoC not stacking with each other, all of these stack and stack with the exalted feats and skilled pact making.

The (Exalted) feat Nymph's Kiss, from Book of Exalted Deeds, will give you +2 to the check.

A one level dip into Marshal (Or a party member/cohort) will give you the Marshal's Charisma modifier as a bonus for all charisma based checks. Ie, apply charisma twice to the check if you do the dip yourself.

Circlet of Persuasion should give you a +3, as it is a Charisma-based check.

The Circlet of Persuasion gives a competence bonus though. It's still useful if you don't have access to +4 Implements of Binding (or really want to keep that one hit point), but much more expensive than the specialised item.
