Primal Dialga Tips:

You need LVL. 55-60 Water/Fire Type on your team. For my game? Mudkip and Torchic. I also very much recommend tons of seeds. Stun-Seeds, Reviver-Seed and Sleep-Seeds, I took about 10-Each.

Also anyone here have a preferred team?

Metagross, Salamance, Swampret and Blaizken all with specialized items (Do not freaking ask how long that took)

If I recall correctly, Vile Seed+Dig=Primal Dialga dies in a few rounds. Sleep or Stun seeds being staggered in helps too.

I beat Primal Dialga at level 40, with a Skitty, a Treecko and lots of Reviver Seeds. twenty Reviver Seeds specifically. and some usage of Sing to make it fall asleep.

Don't know what others think but I'm really fond of Pokemon from the very beginning of it's existence.

My recommendation for any tough boss is Agility. Have one member of your team dedicated to spamming that every turn and you'll get more turns than you know what to do with. Smokescreen is also very effective, as it lasts for several turn and cripples enemy acccuracy.

Here's what I did to beat Primal Dialga:

1) Get a bunch of X-eyed seeds.
2) Teach your pokemon a ranged move/ get a bunch of spikes, thorns, or rocks.
3) Whenever Dialga gets close, throw an X-eyed seed at him. He'll run around confused for a couple turns.
4) While he's running around, shoot him when he gets in range with move or thorns. Throw gravelrocks when he isn't
5) When he shakes off the x-eyed seed, wait for him to get close then throw another.
6) Rinse and repeat.

If you have enough x-eyed seeds, you should be able to bring him down to half health or more before he can even come near.

The only problem is when he uses roar of time, but a lot of oran berries and a couple reviver seeds will keep you safe.

What does a Vile Seed do?

I believe (and I may be misremembering) that it drastically reduces an enemy's defenses. Though it is EoT exclusive, so it may be inaccessible. I'd still suggest going for moves like screech or metal sound, though. They make boss fights much easier.

My adivce is this.
Bring lots and lots of reviver seeds. And tightly control moves for your partner.
First have Cyndaquil use protect, you as well. Dialga has a nasty habit of using Roar of Time on his first turn.
Then have Cyndaquil use Smoke Screen, you use sing until it works. Then just use status condition moves or if you have nothing else to use, any damaging ones, don't get your hopes up on them being helpful.

Cyndaquil is going to be your main damage dealer so ensure he knows dig or another ground type move, spam that a lot.

Is there a way to get Oran Forest besides waiting or wonder mail? Or is it all chance?

This website (http://www.upokecenter.com/games/dungeon2/guides/wondermail.php/url) has software that lets you create your own missions, which is useful to find areas like oran forest.

Thank you that is very helpful, thank you. I remember having to escort a Rhyhorn through Oran Forest the last time I got it. Not like a Rhyhorn needs my help anyway. Dang lazy pokemon.
