A Question Regarding the Scout's Skirmish Movement Requirement

One of the players in my game is going the Scout/Greater Manyshot route. I was wondering: what's keeping a Scout from just going back and fourth between two squares until he completes the movement requirement?

Perhaps your judgment. But also I remember that I read somewhere that the Scout MUST be 10 feet away from the square he/she started in. I think it was a Dragon Magazine.

Incidentally, most DMs seem to like the part we're talking about, and ignore the restriction against mounted use. Probably because the Scout is one of the most obviously good classes to build a mounted archer / dragoon / Mongol archer with.
