Speaking from experience, amazing baby.

My son could climb out of his crib before he could walk, so I'm not surprised a 22 month old can climb up that high to grab his toys.

At first I wondered if he might be simply Bat Climbing, but then I saw the toys fall, so I am now pretty convinced that's real.
