Can Tiefling PCs be enlarged by Enlarge Person? It says it doesn't work on outsiders, but the description for a Tiefling race says they are human with demonic, devilish, or other evil outsider blood in their ancestry.

No, they cannot. What the fluff says is actually irrelevant. Enlarge Person only works on creatures with the Humanoid type. Tieflings are Outsiders (Native). So even though they are "near humans," their type makes them immune to the spell, as well as things like Charm Person and Dominate Person.

True Tieflings are Outsiders, not "Persons". Now, the Lesser Tiefling from PGtF is a humanoid, and thus is a valid target. Full Tieflings are no more legal targets than Giants, Dragons, or Abberations.

they still have the outsider type- which is the issue.

However- the Lesser Planetouched rules in Player's Guide to Faerun, makes them humanoids with the "planetouched" subtype- so they count as humanoids for all spells that work on those, and outsiders for all spells that work on those.

The Expansion psychic warrior power- only works on the manifestor though.

Expansion is a psionic power which works. Its personal only, so you can't be buffed with it, you have to bring it to the table yourself.

Otherwise, Polymorph or similar would work. Heck, Alter Self would work if you could find a large sized Outsider with 5 HD or less.

I recommend getting yourself an item of Expansion, since it lets you use the power as the manifester, but doesn't require you to spend levels getting it.

Another option would be an item of alter self, as being an outsider will let you acheive some pretty wicked-awesome shenanigans. I recommend the Advespa, from either the MM 4 or 5

Baphitaur (Underdark), Bariaur (BoED), Abyssal Ravager (MM2), Nashrou (M4), Skulvyn (Fiend Folio), Advespa (MM2), Dwarf Ancestor (MM4), Ramadeen (Mini), Rejkar (MM3), and Voor (MM4) seems to be the list there.

The Alter Self solution is already pretty good, though. Sure, it's a spell level higher, but you get variety out of it, and some good benefits - for example, the Dwarf Ancestor gets you +18 natural armor.

Assuming that actually attempting to get a +18 natural armor bonus with a 2nd level spell via Dwarf Ancestor doesn't invoke the DM smiting you with some Dwarven Metal. (Those dice can really hurt.)

Of course, the very prospect of such shenanigans may cause the DM to houserule that tieflings are Humanoid (planetouched) like the "lesser" variant; after all, if the DM hates alter self shenanigans with the Outsider type, he's going to double hate what polymorph can do.

But by RAW, no, enlarge person will not work on a tiefling, and alter self can grant to a tiefling the form of a Large Outsider of 5HD or less (as long as said monster exists in the campaign).
