Yes.

Being chaotic doesn't mean that you're stupid or foolhearty, it means you don't value consistency and value personal freedom and being able to do whatever you want, whenever you want.

Yes he is. You can be Chaotic evil and still plan things out. Take Graz'zt for example he is a masterfull planner and diplomat and he is chaotic evil.

I don't know why, is it because of the word "chaotic", but many people seems to equate chaotic=insane=unorganized. Which is in a sense chaotic, but not the sense in the D&D world.
Xykon is definitely chaotic. The real question of his alignment should be whether he is evil.
