I don't have Oriental Adventures.

Is that the same as Kiai Shout from Complete Warrior, pg. 102? It doesn't specifically say that it is a mind affecting ability, but it does have a Will Save and a duration, like mind affecting abilities do. The result is that the opponent is shaken, which is defined as a type of fear affect in PHB, pg. 308.

I do have it, and it reads about the the same, there is no mention either way but it does define Shaken as a moral effect, which I believe all creatures that are immune to mind affects are also immune to.
