When you make a magic item that replicates a spell, like a scroll, wand or even a wondrous item with x charges per day does it use your casting stat or does it use the minimum casting stat?

For example a scroll/wand of charm person will have will save 15 if you have 18 int/cha when you made it (10 +4 int/cha modifier, +1 spell lvl), or the minimum will save 11 (10 +0 int/cha (11 stat), +1 spell lvl)???

If you make a wondrous item that has 1 silent image per day and make it intelligent item, the intelligence of the item can use its own actions in a round to activate its ability silent image but can it also use its action to concentrate on the spell or do you have to do that??

Finally at what level do you allow your players to create intelligent items?

I know it supposed to be caster level 15th or higher but it seems way cooler if you let a wizard slowly build his epic staff by letting him build first a crystal that does x charges per day as a wondrous item, then add minimum intelligence on it at 4-5 lvl, then improve it as he levels up until he is ready to make a staff and place the crystal on it, or some thing like that.
