I've gotten the go ahead with an upcoming session to use these on a 2nd character I am making, a Rogue level 2, dual wielding them.

I don't have the cash yet, but I'm sure in a few levels I'll have a little to spend. What is the best minor effect for them?

If you are actually allowed to use the crescent knives, why not use the scourge? Same source (Dragon 275), but it lets you make three simultaneous attacks that are still resolved separately.

I did see that, but aside from poison, since it is a whip, isn't it automatically non lethal?

I don't believe so. I'm AFB right now, but I'm pretty sure they are lethal since they have small blades on the tips. Even if they are non-lethal, add something like flaming (you'd get +1d6 x3) and you're golden.

Sad face, it was updated in complete warrior.

Scourge: This multitailed, barbed whip is often dipped
in a poison delivered via injury. You get a +2 bonus on your
opposed attack roll when attempting to disarm an opponent
(including the roll to keep from being disarmed if the attack
fails) with this weapon.
