Is Hellbred a template race?

Exactly what it says on the tin. From the description it sounds like Hellbred are like Dragonborn in that they have normal traits, and then something applied on top. But I can't find anything specific one way or the other. Are they?

Nope. Not a template race. You're basically reborn with this new race after your previous life, and you get a fresh start.

Hellbred is a race, despite having the fluff of being templated. Dragonborn is a template that affects many aspects of your race.

They're like Elans - sounds vaguely like a template, but it's really not.

The one problem, as far as RAW goes, comes with the languages. You can claim you were a bard who spoke every single one, and a sadistic DM could claim you were a vegitable and thus spoke none. Most likely this will be one language, but you should talk to your Dm (or make a ruling if that's you). Maybe a second language could be allowed with a decent backstory.
