The setting isn't completely realistic, as you've probably gathered. One of my players would like their next character to be a fat house cat, with very limited psychic abilities, and possibly magic. Its going to be a spell casting class, but whether I go magic or psychic is undetermined and doesn't really matter.

One thing that has been decided is that the cat floats lazily an inch or so off the ground and levitates around. It can't fly because its altitude is set to that height above the ground. Because of this lack of exertion, we've got a fat cat on our hands. Also its of venerable age. Obviously this is not a fighting machine.

Before I go in and wing it, I was wondering if people have advice for me? Classes to choose, feats to buy. Ways to balance out being a slow, weak, low hp, cat.

Also if need be, I've considered giving good maneuverability for its levitation, so while its not exactly agile, it will be able to dodge more easily.

These should give you everything you need, sans levitation:

You'll find lots of cat related stuff here (http://www.wizards.com/default.asp?x=dnd/fools/20030401c) including the Cheshire Cat.

alright, for the cat part: tibbit (from dragon compendium)

lets you morph into a cat for as long as you want

psionics lets you activate their powers without being able to speak, they also have access to fly and levitate

The psychic rogue is especially well suited for a cat based character, you can take hidden talent and expanded knowledge to gain the specific powers to levitate and fly

obese : take willing deformity and the vile feat obese and you're set

Tibbit Psion(nomad)X/ElocatorY

Elocator's scorn earth ability makes them continually float just off the ground.

And tibbit is the way to go since it eschews the RHD of cat, and yet gives you all the goodies (and you can turn into halfling like thing if you want, but why would you?).

Here's elocator (http://www.d20srd.org/srd/psionic/prestigeClasses/elocater.htm)

Requirements are not particularly friendly: 3BAB, Mobility, Spring Attack, 8 concentration, and able to manifest 1st level powers. so after level 5 a wilder or psychic warrior can get in, psion has to be at lvl 6 before getting in. And if all you want is floating, you can just take first level and not lose any manifester levels (the PRC is 7/10ML). It's kinda feat intensive, but assuming a 13 dex it's not hard. Make sure that if you can use a feat other than dodge to qualify, that you do so. Desert Wind Dodge (ToB) and Midnight Dodge(MoI) are both better than dodge by a fair shake.
