Short and simple question: Is there are feat or somesuch that can allow a psion to specialize in two disciplines instead of only one?

Not that I know of, but the Expanded Knowledge feat can get you individual discipline powers of a level lower than your highest.

The Erudite variant Psion from Complete Psionic can learn their powers from any discipline of a level lower than their highest, and the Favored Discipline (http://www.wizards.com/default.asp?x=dnd/psm/20070629a) alternate feature can let them learn from one particular discipline at their highest level powers.

As far as I know, the only way to be using 9ths from two disciplines is to just know one and use the other from a psionic item.

Or you just hirer a Telepath with Psychic Chirurgery to give you PC and then trade it to another Psion with the power you want for them to then give you that power.

The easiest way is to create an Ice Assassin of one Psion from each discipline, have the Telepath IA give every IA Psychic Chirurgery, have each of them use Psychic reformation to make sure that you don't have any repeat powers (and use all feats for Expanded Knowledge), and then have them all burn all their XP giving you powers.

The easiest way to pick up extra powers is to create several Ice Assassin's of yourself, have each use Psychic Reformation to change all there's powers and feats to ones you want (including Fusion and Astral Seed if you don't already have them), have one use Fusion on you before relinquishing control, manifest astral seed, and then die. You come back to life one level lower but with double the powers known, double the feats, and double the PP. Repeat as necessary to pick up all powers known. The reason to create all the ice assassins first is that then they all have as many levels as you initially so that you will, in the end, only be down 1 level from Astral Seed.

The easiest way to get the Ice Assassin scrolls you need is to use Greater Metamorphosis to turn into a Zodar and then use it's Wish SU ability to create them.

Note that if you try this then your DM is almost certain to whack you on the head with a book.
