They are definitely worse in power and versatility (your pool of effects is VERY limited, though spontaneous can change areas freely) than normal spells without question. Is this enough to drop tier 2s to tier 3? What does this do to tier 1s (as Tier 1 to Tier 2 isn't a measure of raw power)? Cleric/Oracle deserves special mention, as they are REALLY low on spells to use (some levels have less than an Oracle can know!), and a few of their core mainstrays are absent.

One thing worth noting is Bloodline (How Arcane or EH:Arcane works though isn't clear), Domain, Mystery (and presumably curse in the case of haunted) and Patron spells are added to your list unaltered. You also still have spells on list for the purpose of items.

It's enough to drop tier 1s into tier 2 but they're still full casters with access to 9th level spells so neither tier 1s or tier 2s get kicked down to tier 3. The tier system is arbitrary anyway, what difference does it make?

If one, for example, says 'if you play Tier 1 then blah blah, if you play Tier 2 then yadda yadda' or has houserules directly using the tier system as a basis, it might be important to know if something is Tier 1 or 2.

Tiers are also just good shorthand for levels of power. 'Tier 1' is faster to write/say/type and easier to use in a discussion than than 'has multiple methods to do things no other classes can do, and can change which methods it uses often; if played well has few or no true weaknesses'.
