Hello all! This is my first post on the forums, been reading very helpful posts but I have some questions that I hope I can get wonderful answers to.

I am going to be a PC in an upcoming campaign, and as of now do not know the exact level character I will get to make. I do however know that we can only use the core 3.5 edition books.

Players handbook 1, can possibly use parts from the second
Dungeon Masters guide 1
Monster Manual 1

I am hoping to build a Wizard who will, once he reaches the appropriate levels, become a lich. What are some ideas for building a powerful Wizard (human) and then some things like how to protect my phylactery. What spells and such.

Thanks so much!

Why precisely do you wish your character to become a Lich? If the DM uses rules for level adjustment and such, becoming a lich means you won't be gaining any actual levels (which improve your actual spellcasting ability) any time soon. Is it the nigh invulnerability? The immortality? Both of those are pretty much options for a high level wizard anyway, no lichdom needed.
