Hexographer (www.hexographer.com) is quite good, provided you don't mind it being in hexes. It has a huge pile of symbols and can do rivers, political borders, ect.

I've been doing fun stuff with GIMP. http://dl.dropbox.com/u/56318982/Wilds.png

You could also generate a map with a game like Dwarf Fortress or Civilization.

I haven't used Hexographer, but GIMP is a good, free program for map-making purposes. There are a lot of good tutorials over at the Cartographer's Guild forums (http://www.cartographersguild.com/forum.php). For that matter, that's a great community for cartography in general... check it out!

I... third? GIMP. I use Photoshop now that I have it, but I used GIMP for several years before I got it and it's almost as good.

Stupid question that I will try to look up elsewhere, but on the off chance that you know, how many hexes make up an 8x11 piece pf paper?
