Note that we're using the E6 Level Adjustment rules for this.

LA +0 - 32 point buy
LA +1 - 25 point buy
LA +2 - 18 point buy
LA +3 - 10 point buy
LA +4 - 0 point buy

Here's what I have so far...with an 18 point buy, one can produce the following array...

Str 9
Dex 9
Con 9
Int 15
Wis 14
Cha 9

Lesser Half Giant LA +0 race (+2 Con, -2 Dex, from ComPsi 148), Primordial Giant LA +0 template (-4 Str, -2 Con, +4 Int, +4 Cha, from Secrets of Xendrik 80), Middle-Aged (-1 Str, -1 Dex, -1 Con, +1 Int, +1 Wis, +1 Cha), and Phrenic LA +2 template (+2 Int, +2 Wis, +4 Cha, from SRD). That turns the above array into...

Str 4
Dex 8
Con 6
Int 22
Wis 17
Cha 18

Other goodies: a bunch of psi-like abilities...one of the following at-will: Invisibility, Invisibility Purge, Levitate...Power Resistance...bonus power point.

Damn squishy, but using the Psionic Body feat from the SRD combined with E6's plethora of feats helps with that. Plus, you can get Invisibility at-will from Primordial Giant, so you won't be targeted much anyway.

Can the Playground come up with something better?

How about something simple like a Middle-Aged Intellectual-Prodigy Fire Elf?

Start with stats like this (18 points):
Str 10, Dex 9, Con 13, Int 14, Wis 10, Cha 10

With racial bonuses/penalties, age bonuses/penalties & a 4th-level boost to Int:
Str 9, Dex 10, Con 10, Int 20, Wis 11, Cha 11

It isn't as high as your 22 but the character is getting a +4 bonus (on top of their +5 from Int) to all intelligence skills/checks.

Plus they have the advantage of not being blown over by a swift summer wind.

Although mind you my favorite combo for E6 might be a Lesser Aasimar with the first level of the Half-Celestial savage progression.

Start with stats like this (25 points):
Str 14, Dex 14, Con 12, Int 13, Wis 10, Cha 10

With racial bonuses/penalties & a 4th-level boost to Int:
Str 16, Dex 14, Con 14, Int 14, Wis 12, Cha 12

Not super amazing stats but competent in every field plus they get benefits such as a natural armor bonus of +1, disease immunity, poison resistance (+4), resistance (acid 5, cold 5, electricity 5), spell-like abilities (Daylight 1/day, Bless 1/day, Protection from Evil 3/day, Aid 1/day, Detect Evil 1/day), and spell resistance (equal to character level).
