Is there a magic item anywhere that would let my bear warrior hold use his great axe while being a bear?

Gloves of Man, Savage Species. They're pretty expensive at 42,000gold though. It's also a 3.0 book.

Sorry, but I think what you're looking for here is the right to arm bears.

A better solution might be a Mouthpick Weapon (Lords of Madness). If you have a bite attack you can wield a Mouthpick Weapon in your mouth. You even automatically get proficiency, so it can be something fun like a Spiked Chain. Only a +1 equivalent too, likely cheaper than Gloves of Man.

opposable weapon enchantment from masters of the wild. pictures an owlbear with a longbow, so i assume your bear can hold an axe. that being said, how do you plan to stand and wield it properly? (i get you could rear up)

EDIT: it says ranged on the chart, but nowhere in the description does it say it has to be a ranged weapon, so that one might be up to you and your DM.

You could always look in the A&EG for the khopesh of the loyal minion and use the MIC rules to take the enhancement from that weapon and stick on a new one. FYI, the KotLM allows a weapon's enhancements to go on your natural weapons.

I doubt the enhancements are the primary concern, those can be gotten with just a Necklace of Natural Attacks.

Oh wait a minute, what about a Mouthpick Necklace of Natural Attacks? How would that work?

I'm guessing that an awakened bear druid who wildshaped into a bear could weild a war axe if it had wilding clasps, but not he didn't wildshape ?

Druids don't have weapon restrictions, only armor.

But in that case, why put a clasp on it? Just give it to a friend, and they can give it to you when you wild shape.

Fair point, he would need to acquire the relevant proficiency or take a -4 to hit.

Well, true, except for the variety of options shown here for acquiring hands or otherwise been able to use weapons that would otherwise require them
