If a PC is turned to stone they become an object. If you animate the object the object counts as a type of construct, and as a construct it can be made incarnate thus physically going back to being the PC it was before with the Incarnate construct template granting the -2 LA.

My question to this process though is with everything that the incarnate construct template takes away does\should that apply to class features? Also since it was a creature before does it simply regain the Con and Int it had before, or does the PC have to reroll those and completely forget who it was before?

A nasty DM would have the incarnate construct be a new PC (totally different personality and memories and mental stats) not the PC that it was before.

Not just a nasty DM, any DM. The animated statue isn't the PC, it's its own creature. It would be like making an Incarnate Flesh Golem remember its previous life.

I'm agreeing with Urpriest.
