So, I'm more familiar with 3.5 than I am with 4e, so I'm not entirely sure about this. Is Called Shot still a thing? If so, what are the rules and rolls for it?

No, it's not a thing. I thought it wasn't a thing in 3.x, either. Attempts to hit limbs to disable are what some powers are supposed to represent, while strikes to especially vulnerable spots are what critical hits are. You can't just randomly do these things with no ability to do them.

It very much wasn't a thing in 3.5. Nor should it have been.

Basic thing to remember about 4e: take everything at face value. Powers do what they say they do. No more, no less.
