Firstly I would like to say that I do not condone smoking in anyway.
However the cool character smoking a cigarette is a staple of movies and I'm trying to figure out what statistics would be.

Here's what I know:
Cigarette's can Burn
Cigarette Ash can Blind (http://www.d20pfsrd.com/classes/core-classes/cleric/domains/paizo---domains/fire-domain/smoke) (Maybe?)
Cigarette Smoke can Sicken, or at least Nauseate. (http://www.d20pfsrd.com/equipment---final/weapons/weapon-descriptions/ammunition/ammunition-sling-bullet-smoke)

I was thinking something along the lines of a sling bullet for the Smoke, a low level blinding or vision impairment if you ash them, and like 1 to 1d3 points of fire damage if you burn them.

Does any of this seem right/appropriate.

It's tobacco (http://www.d20pfsrd.com/equipment---final/goods-and-services#TOC-Tobacco). Blinding or sickening someone with it would be a fairly textbook application of the Dirty Trick (http://www.d20pfsrd.com/gamemastering/combat#TOC-Dirty-Trick) maneuver, similar to throwing sand in your opponent's eyes.

Cigarettes aren't weapons, unless you plan to make alchemical or magical ones. Such a weaponized cig wouldn't be useful as anything other than a weapon—imagine trying to inhale a canister of tear gas for pleasure.

It might make more sense to create one or more spells that let you use a cigarette, cigar, or other smoldering object to accomplish the things you suggest. Of course, we already have the Pyrotechnics (http://www.d20pfsrd.com/magic/all-spells/p/pyrotechnics) spell, which you could use as a guideline.

It's not in the game as far as I'm aware, but IRL pure nicotine is a very potent poison, and one capable of being absorbed through the skin. Probably even comparable to black lotus extract, in game terms.

Lethal dose is little under 1mg/kg.

Alchemist Bombs (http://www.d20pfsrd.com/classes/base-classes/alchemist/discoveries)
Ninja Bombs (http://www.d20pfsrd.com/classes/alternate-classes/ninja).

Choose your poison (so to speak), reflavor, and you're set.
Alchemist Bombs do respectable damage, Ninja Bombs do not do any damage, so Ninjas are probably a better choice for a Cigarette-based build.

Alchemist has Smoke (http://www.d20pfsrd.com/classes/base-classes/alchemist/discoveries/paizo---alchemist-discoveries/smoke-bomb) Bombs, Stink (http://www.d20pfsrd.com/classes/base-classes/alchemist/discoveries/paizo---alchemist-discoveries/stink-bomb) Bombs, Poison (http://www.d20pfsrd.com/classes/base-classes/alchemist/discoveries/paizo---alchemist-discoveries/poison-bomb) Bombs, and Blinding (http://www.d20pfsrd.com/classes/base-classes/alchemist/discoveries/paizo---alchemist-discoveries/blinding-bomb-su) Bombs.

Ninja's have Choking Bombs, Poison Bombs, and Smoke Bombs.

Unfortunately cigarettes make a horrible weapon, unless you are winning a grapple or taking someone by surprise. excellent torcher instrument.

Torture was where the idea for burning came from.
But smoke and ash were combat.

Ah, yeah I have yet to learn about the countries in detail, the other stuff yeah, but coming from regular 3.5 and a homebrew world of islands, I didn't need to learn much.

No. No where near close. Considering that a burning torch (http://www.d20srd.org/srd/equipment/goodsAndServices.htm#torch) only deals 1 point of fire damage, a cigarette will do nothing. Just because it hurts does not mean any hit point damage was done.

If a cigarette did even 1 point of fire damage, then burning you average commoner twice with one makes him disabled. Three times makes him unconscious and dying.

Pain does not equal hit point damage.

Sorry, but as a pack a day smoker I can honestly say cigarette smoke is annoying at most. When someone blows it out you deal with a bad smell or maybe a miniscule amount of vision loss. The only time it really impares vision is if you are unlucky enough to randomly catch the side stream flow right in your eyeball...now that sting like all hell for maybe 5 seconds.

The burning thing is annoying. The only time I have been in real pain was when some genius customer at the bar I work at managed to jam her cig into my ear. Not hit it lightly or bounce off the external, but actually got it into my ear canal. OH DEAR MOTHER OF GOD...that once could I say it did real damage and hurt like no other.

So aside maybe a reflex vs stun/distraction from having one flicked at you...I see no combat use for a cig.

Like I said, there's really no need to make up a new mechanic for this - Dirty Trick covers "flick cigarette ash into someone's eyes" and similar stunts already. You make a combat maneuver roll, and if you succeed there's a short list of conditions you can choose to inflict.

Hmm, smoke bombs. I'm kind of tempted to make a fat, chain smoking Ninja based off Elvis from Godhand now.
