It's a series of items so I'd imagine there are some outside of it, but Expanded Psionics Handbook (which is in the SRD (http://www.d20srd.org/srd/psionic/items/universalItems.htm#psychoactiveSkins))

Thank you all I was looking for some nice stuff to throw on a monk. I wanted him to be covered in it painted pitch black. He takes a step than fades in with his surroundings.
