How do you determine how much a matgic item costs for special materails. For example I want mithral +3 full plate. How much wold that cost?

You price the components individually:

Mithril Heavy Armor 9,000 (includes masterwork); cost to craft: 1/3 (3,000 gp)
Plate Armor 1,500; cost to craft: 1/3 (500 gp)
+3 bonus 9,000; cost to craft 1/2 (4,500 gp) + 1/25 (360 xp)

Total market price: 19,500 gp
Total price if crafting everything yourself: 8,000 gp + 360 xp
