ToB race's LA too high?

So, I've been looking through the ToB Valkyrie and Reth Dekala, and they seem terribly underpowered. 11 HD and 5 LA for the Val, and the Reth have 5 HD and 5 LA.

THe racial HD doesn't suck nearly as bad other's, since they stack completely for Initiator Level.

The Level Adjustment, on the other hand, seems a little high. It's totally offsets the benefit for the Reth's HD to Ilvl. Might as well have taken 10 levels in something else. The Su help, but they don't scale well, especially for the Valkyrie.

Does anyone have anyone ideas for more reasonable LA for these?

He hasn't done the Valkirie, but you can give it a try yourself, he's more than willing to give you a hand, like he did with me when I had to create the Verdant Prince.
