I haven't been able to find any guide lines for creating a shrine or altar to a god/goddess, though in the rules if you are near one when creating undead they can become stronger. I want to make one, does anyone know how i can go about doing this, or is it strictly dm's discretion?

That applies to the Desecrate spell if cast on an Altar, not the Altar. I think you just need a large fancy piece of stone to get that effect.

If no ones picky, just throw up on a skull on a nicely piled rock pile and call it an alter.

Yeah, what is an "Altar" is an RP/setting thing.

I wouldn't call it an altar (not a proper one, at least) if it hasn't been properly consecrated by a priest to their god/ideal through proper rites.

Which is entirely doable if you're a cleric, not so much if you aren't one.

No no no, the Consecrate and Hallow spells are meant not to consecrate or hallow objects or people, but the ground itself. They are the thing that makes hallowed/consecrated ground what it is.

Defenders of the faith have a portable altar, and SBG has rules for building church rooms iirc.
