Possible end to all forums?

I can't possibly imagine that something like this would actually pass, but if it does, how long do you think it will be before all forums just completely shut down? I don't think I'd ever post online ever again, unless private forums with strict entrance protocol were exempt from it.

Here in Germany parliament constantly votes for bills that are impossible to enact and everyone knows that before the vote. And then it becomes law, and nothing changes at all.
