Hello. I have become fascinated by the idea of a Kobold who aspires to become a real, True Dragon. This is for a level 7 game.

I've always liked Black Dragons, do all else being equal, I'd like to become a Black Dragon.

The chassis I have come up with so far is Sorcerer 5/ Dragonheart Mage 2, with the first level of Sorcerer taking an Alternate Class Feature, trading my familiar for the Draconic Heritage feat.
Feats taken include sundry Draconic feats and the Dragon Wings / improved Draconic Wings feat.

At level 7, this gives us a Kobold of Black Dragon descent. She has wings and can fly for short periods of time. She can trade a spell slot for an acid breath weapon dealing 2d6 dmg per level of the spell slot sacrificed.

Eventually, she will Polymorph herself into a dragon.

This is the sheet (http://www.myth-weavers.com/sheetview.php?sheetid=404570) though it is very much a work in progress. She has rolled hp and rolled stats.

Is there a better way?

I would've taken Dragonwrought as my first feat as it turns you into a true dragon. Kind of... Technically you are.

If you are able to use homebrew I suggest you look at this PrC (http://www.giantitp.com/forums/showthread.php?t=231146) as it is designed for turning the player into a true dragon and dragonwrought kobolds can get in at 2nd level.

A scroll of PAO is 3000 gp. Be a dragonwraught Kolbold. You are same kingdom and class as a black dragon. Pick a dragon size that has int the same as your character. 5+2+2. The POA will be permanent.

Become a Juvenile Black Dragon.

Dragonwrought (Shadow Dragon or Black Dragon) Kobold Sorcerer. Alter Self into a Shadow Dragon.

Or the same with Druid or Wild Shape Ranger, and Draconic Wild Shape.
