[3.5] Lower level spells in higher slots

Sometimes you look at a certain level of spells and can't find anything good. Sometimes because the spells that level aren't great or just that what you're fighting makes you wish you had more magic missiles, etc.

My question is, is there a rule that says you can prep lower level spells in higher level slots, not changing their DC or that mimics the heighten spell metamagic feat. If you could point me to the rule that would be great.
