so, it appears to have a duration of "instantaneous" and doesn't say break enchantment and the like will do anything, not does it say that the subject gets a new save to resist/mitigate the effects.
is one will save all that separates them from never being able to regain arcane spells again? the damage is whatever, but that's a big hurdle to overcome.
