I dont know if i should call this a setting or a group of houserules for my campaigns, but i d like some feedback.. opinions for the current rules and maybe anything you thing i should include as my personal rulling, as this is a Doc that will be readed/given on my players before each campaign...


Setting Houserules

Rules
When Players comes to a disagreement about a rule with each other or with DM, book’s reference must and should be used, ruling mode is RaW (rules as written) and not RaI (rules as Intended) with Dm stating the final judgment.


Rule 0,1
Before any written rule or suggestion in officially published books, and after Rule 0,
comes this very document. This document may be changed at any time with DM’s obligation to inform Players about the changes 1 session before the change.


Races
Players have access to all the core races, plus to any race with +LA up to 4 as described at http://www.dandwiki.com/wiki/SRD:Races_by_LA,_HD,_and_ECL .
Players do NOT have access to any Psionic Race, kobolds or any race with LA+5 or more. (For any race isn’t included in the above link and isn’t LA+5 or more Players may ask permission and may have it).


Race Changes
Any type of elf has the following change on the following racial trait:
An elf who merely passes within 5 feet of a secret or concealed door is granted a secret Search check, rolled by the DM, to notice it as if she were actively looking for it. An elf’s senses are so keen that she practically has a sixth sense about hidden portals.


Classes
Players may choose any core class, and any other class they wish after get DM’s permission. Players do NOT have access to Psionic classes.


Players Prohibited Books
Players may NOT use as reference (or other usage) the following books:
(((a list of about 20-25 books out of a library of more than 200 books)))

DM may provide partial access to these books if needed.

Keep in Mind that DM may add to this list any book that threats the balance of the game at any time.

Skill Changes
Any skill roll isn’t called by a player, but by Dm, will be a secret roll by DM with the Player’s in question modifiers and the results will be announced at DM’s will. Example: Characters venture through a mountain pass and they have a chance to spot an enemy, the DM using the player’s modifiers, will roll a secret spot check for each of them announcing the success.


Pantheon
Players may choose any Deity from official 3 &3,5 Edition books they have access after consulting with DM.

you may ask me why no psionic and /or koblods... well i dont like kobolds and i havent read anything about psionics so far... maybe psionics be a valid player choice in future...

I'd not link to / reference dandwiki, but rather to the original text or the 3.5 SRD (most commonly used version here (http://www.d20srd.org/)).

Also, your houserules list does not address a lot of specific rules issues (can Time Stop be persisted? Is Shivering Touch banned?).

Also, browsing through these forums, as well as other debates on RAW (such as on minmaxboards) and RAW vs. RAI may give you more information on what parts of the rules are contested / seen as ambiguous.

As of now, it is hard to give you feedback on your houserules, because this is really just the skeleton, i.e. the basic structure. I'd say your basic structure is fine, but now you'd probably want to fill in the content (i.e. what exact rules issues you want to clarify / fix / ban etc.).

well... my "D&D team" isnt at that state of play... our max starting lvl is 6 with 85%of the time starting at lvl1...

Thats exactly my point.. a skeleton that i ll fill in the gaps slowly in time...

to be more exact at the starting thread... "Is there anything else i should put in that skeleton as a headline so i can fill up that gap later?"
For example i could put a "Spells Changes/Clarifications" and later on add there...
