Random minor Encounters

I know there is a "random Urban encounters" table in the DM guide, but what about something similar on a much more innocuous level for adding spice and character to RPing in Urban our Wild locations. What I mean is a table or deck of cards that you could pull every 10-50 turns with some minor but essentially random event. I think it would certainly give more life to the "random background" mass of people in Rp environments. Something like

1. Local kids make booing jeering noises at the party
2. An owl swoops down silently plucking a bird from before your eyes
3. A minor tremor makes the ground shake and overturns stalls but causes no harm

.....and so on


Anyone tried anything like this before?
