How would I make the following character as a PC? I based some of her look off the Hag Countess.

She looks like an extraordinarily tall decrepit frightening looking human female that stands nine feet tall. A pair of night black ratty, tattered vulture wings flare from her back. The wings crest two feet higher then his head and have a wingspan of twenty-seven feet. Her sagging skin is the blue-violet of a deep bruise and appears withered. The skin also has numerous bony protrusions. Her elbow length straggly frayed hair is grey in color. Her gaunt face is hideously ugly. The large bulging eyes are solid black except for the irises which are orange in color. The jagged iron teeth in her misshapen mouth are yellow in color. The hands are large and gnarled. Each finger and thumb ends in a sharp iron-like claw

Human possibly a Half-Fiend, maybe with grafts from the Fiend Folio and various other sources, plus feats from the Willing Deformity line in Heroes of Horror. Maybe get a single level of the Half-Fiend template class (http://www.wizards.com/default.asp?x=dnd/sp/20031010a) for claw attacks, you can wait forever (http://www.wizards.com/default.asp?x=dnd/sp/20030824a) to gain the other three levels of that. Just a few specific items:

Willing Deformity (HoH), prerequisite for:
Deformity (Tall): you're stretched taller, and have large size reach.
Deformity (Teeth): you gain a bite attack, your teeth appear abnormal.
Deformity (Skin): you've deliberately abused and scarred your skin so much that it's become tougher, granting a natural armor bonus.

Feathered Wings fiendish graft (FF): You have wings added to your back, they grant flight and in combat they instinctively flap to distract and disorient your foes.

You can throw on pretty much any class levels you want. You could go Warlock with the feat Eldritch Claws from Dragon magazine 358, the google can find you a link to its full stats, if you want to focus on making claw attacks.
