Given the number of wondrous items that are described as appearing to be ordinary, normal, rough, common, simple, plain, unremarkable, and even rusty, why is it that only masterwork items can be enchanted?
Do many enchanted items carry an extra/free illusion? Does the enchanting process transform masterworks into item of ordinary quality? Is there a feat or work-around that allows casters to enchant non-masterwork items?
Do(es) you(r DM) follow this RAW, or do you allow non-masterwork items to be enchanted?
