3.5 Small Race With Bonus Feat?

Seems like a strange request, but I was hoping there might be a small race that obtains the extra feat like humans receive at level one, or otherwise a way to make a human smaller. Ideally I would like this accomplished with LA +0, but I don't know how possible that is.
