Familiars and Handle Animal (and Other Skills)

I'm making a Druid with an Urban Companion. The rules say that a familiar uses it's masters Skills points (or it's own, if they are better) and I was wandering wether a familiar could use Handle Animal. The creature is smart, tough most animals will probably not obey it.
How would you rule it?

It should definitely be able to use Handle Animal, provided it can talk to issue commands and the like.
