It looks like I may be able to DM for my group coming up, and so I started to brainstorm ideas and the current DM led off with a huge negative energy attack in a city. So my thought was undead in the city and the party needs to clean it out. So I came up with this vampire, using the template from dicefreaks. And I am wondering if the party of 6 ECL 20-22 characters can handle him without him being a total push over. So here he is...

Amulet of the Necromancer
This black steel chain decorated with a rough cut onyx is very beneficial for lovers of the necromantic arts. The wearer of this amulet is able to control triple the amount of undead. Also necromantic spells DC are increased by 2. This amulet also protects the wearer by hiding him from the sight of unfriendly undead. Lastly any undead created by the wearer gain the benefits of all the corpse crafter feats in libris mortis. (Highly evilly aligned)

Staff of the Dead
This ebon wood staff is usually around five feet tall and topped with an onyx or black sapphire.
-1 Charge- Spectral Hand, Ray of Sickness, Ray of Enfeeblement, Animate Dead
-2 Charge- Wrack, Night's Caress, Ray of Entropy, Create Undead
-3 Charge- Horrid Wilting, and Energy Drain

Telkirra
This small lusterless emerald, no bigger than three inches across, holds a small glowing mote of pure magical energy in its exact center. When held and focused upon the owner may use this gem as a spellbook with unlimited space
Morthias' version is a 2 inch diameter black emerald which when any other creature besides Darknight himself touches it must succeed on a DC 35 Will Save or go insane(Invisible Symbol of Insanity). If a good creature makes this save and retains possession of the gem they immediately suffer from 4 negative levels and take 1d4 Wisdom Damage every hour as well as 3d8 hit point damage. (Radiates strong evil)


And I do not want him to be a solo encounter, but I am not sure what I want to be with him yet. The party is 2 mystic theurges, a saint fighter/paladin, a gish, an archer fighter, and an unknown(this would be the current DM's character which he has not made yet) also my current character would not be included in this adventure which is a pure druid if it matters. So thoughts and opinions?

Initial thoughts,

Should your party ever encounter him? This guy should be the ultimate puppet master, pulling strings from the background and hidden in plain sight where the party never suspects them.

Obviously he will have hordes of minions to do his bidding, if he's smart (int 38, yup thats smart) he will curtail his activities while high level PCs are about and have a lieutenant set up to take the fall.

As he's an epic level caster he is always in his private demiplane and just brings his food to him.... (in bite sized chunks).
Ideally his representation on the prime material plane won't suffer from normal vampire weaknesses, so can wander about in daylight etc... not sure how to achieve that.

I do not allow epic spellcasting for what I hope are obvious reasons. And I am still trying to figure out a concept/hook for him.

You don't need epic spellcasting to have a private demiplane (http://www.d20srd.org/srd/epic/spells/genesis.htm); despite its presence in the ELH, it's not an epic spell. And a high-level caster generally tries to avoid risk by layering defenses for every possible weakness.

Transmutation has quite a few of the high-level action economy set-pieces. Be sure that whatever this guy's backup band is, it's able to compensate in terms of raw actions.
